note = "Stefanie Lemke is a postdoc and human rights advocate focusing on the rule of law and legal empowerment in the Americas and Europe. In position of Postdoctoral Research Fellow at the Netherlands Institute of Human Rights (SIM) of Utrecht University, she leads, with the Prince Claus Chair in Development and Equity (hosted by Professor Javier Couso, Chile), a project on judicial independence in new democracies, with an emphasis on Latin American countries. Previously, she served as a senior researcher and adviser in the rule of law and human rights due diligence at the University of Cologne, Germany (2006-2015). She has a background in law and studied in various legal systems. While pursuing her Ph.D. thesis on “Human Rights Lawyering and Access to Justice in Europe”, she was a Visiting Fellow at the Universities of Oxford and London, both UK. She litigated high-profile cases concerning human rights violations in the Americas, the Middle East and South Asia before the International Criminal Court and various UN human rights mechanisms with the European Centre for Constitutional and Human Rights (ECCHR), a Berlin based human rights NGO (International Crimes and Accountability program). She also practiced with the German Ministry for Economic Cooperation and Development (Department for Governance, the Rule of Law and Democracy). In position of lecturer, she taught regional human rights systems, legal skills und contemporary political issues in the Americas to students and diplomats at SIM, the University of Bonn and several think tanks. She has published widely on legal empowerment and is a regular speaker on this topic. ",
