Abstract
De Rwandese overheid beschouwt verstedelijking als een drijvende kracht voor duurzame economische ontwikkeling, mits deze strak geregisseerd wordt. De rigide top-down stedelijke planning leidt echter tot sociale en ruimtelijke uitsluiting van de armste bevolkingsgroepen.
