Abstract
This paper seeks to enhance our understanding of civilian village-defence initiatives as endogenous to the process of civil wars. More specifically, it analyses comparatively the comités de authodefensa of Ayacucho Department, Peru, an dthe Arrow Group militia of Teso region, Uganda. In each case, it was not the state's armed forces, bu rather these rural militias that proved critical in severely weakening, expelling, or defeating insurgent rebel organisations.
