    Abstract

    This chapter focuses on the creation of the IEA and its implications for European cooperation. The road that led to the agency was not without complications for the European Community (EC). When the International Energy Agency was created on 15 November 1974, only eight of the nine members of the European cooperation participated in this new organisation. France did not adhere to the new organisation although the European Commission was a member as an active observer. I aim to gain more understanding of the development towards the IEA and the French absence from this organisation.
