Abstract

A political analysis of the biology of first International Council for the Exploration of the Seas secretary-general Paulus Hoek. It places the origins of European biological oceanography in the coproduction of diplomacy, fisheries biology, liberal Realpolitik and international relations in the Rhine-North Sea area.
