Abstract

Cities are back on the international agenda as key-sites for negotiating and shaping sustainable development, economic growth, technological innovation, social cohesion and the like. As urban actors are increasingly confident about their potential and roles in transforming cities, a new wave of “experimental governance” is emerging, which gives centre stage to an actionable form of governance in “urban living labs” or “urban experiments” (Bulkeley and Castán Broto, 2013; Evans, Karvonen and Raven, 2016; Sengers et al., 2016; Voytenko et al., 2015; Wolfram and Frantzeskaki, 2016).
