Abstract

In this essay we argue that urban planning and spatial ordering effectively enact violence upon historically racialized populations in the Netherlands. We will highlight the entanglement between security, coercion and care in Dutch contemporary public discourses and urban policy. Our analysis will depart from a reading of ‘Planning as War by Other Means’ (Tesfahuney and Eke) alongside with ‘Low Intensity Ethnic Cleansing in the Netherlands’ (Paul and Siebers). Drawing from here we will theorize urban planning and spatial management as forms of low- intensity violence, or as “war without bloodshed,” targeting populations that are defined in ethnic and utilitarian terms for expurgation from urban spaces and enclosure.
