Abstract

Elected representatives and appointed municipal employees report threats through social media, e-mail, and messenger services; they are subject to insults and threats on web platforms, such as Reddit, Facebook, YouTube and others. Online intimidation is a phenomenon that has been mostly researched in the context of youth social interactions, as bullying online (e.g. Jones et al 2013; Smith et al 2014), as cyberstalking (e.g. Pittaro 2007; Yang et al 2012) or as intimidation of journalists (Milkaite and Chatzinikolaouhate 2019), as hate speech against politicians (e.g. Gorrel et al; Binns and Bateman 2018), ethnic groups and minorities (e.g. Awan 2014; Gerhaert and Zhang 2014). Little attention has been paid to online intimidation against officials and employees of local governments. However, these persons are subject to threats, which they also receive through online channels. This paper covers our investigation into online threats against municipal officials and members of city councils in the Netherlands.
