Abstract

In this part of the research we look at the roots of tourism in Indonesia and origins of the Bali Heritage Hotel, that was founded in 1928 by the Dutch Royal Packet Shipping Company/Koninklijke Paketvaart Maatschappij (KPM). The Bali Hotel is the oldest hotel at Bali and is still being exploited. Why was this hotel founded and what was the position of the founding company KPM in Dutch colonial rule? The KPM founded in 1888, transported post, packages and other goods in the Indonesian archipelago. It was strongly intertwined with the Dutch colonial rule. When needed the KPM also transported troops to areas where conflicts between local people and the Dutch colonial power threatened. On the other hand, KPM was a profit driven company. It developed various activities in sea-transport, like transportation of people, mainly working forces or so-called koelies for the plantations. Gradually the KPM also started to transport passengers that could afford more luxury, the so-called ‘salon passagiers’. Travelling around the archipelago became favorite with the colonial elite and foreign tourists during the 1920s and 1930s. For this group KPM even developed special tourist trips and it was as a part of this activity that in 1928 the Bali Hotel was founded. Conclusion: the Bali Hotel and early Bali tourism can be seen as a byproduct of the colonial project. How to interpret and evaluate this is further discussed in part 3.
