KOMPAS: Quality evaluation of the care structure in treatment centers for mildly mentally retarded children and young people with emotional and behavioral disturbances

Abstract

Evaluation of quality of care is a topic of great concern. An increasing demand by providers, clients, government and insurers, means care settings are forced to give detailed and unambiguous information about the quality of their care and their efforts to assure and improve it.
This book deals with the construction and evaluation of a guideline to evaluate the quality of care structure, i.e. physical and organizational characteristics of a care setting, in treatment centers for mildly mentally retarded (MMR) children and young people with emotional and behavioral disturbances (EBD).
The study focuses on the meaning of ‘quality of care’ and methods to evaluate this concept. The conclusion can be made that ‘quality of care’ is a nebulous concept and contains several meanings. As a consequence, methods to evaluate the quality of care do not cover the whole concept of quality of care.
The guideline developed, entitled KOMPAS, is intended to support providers of treatment centers for MMR children and young people with EBD to evaluate and improve the quality of the care structure. Quality is specified as the extent to which the care structure enables and facilitates the care process. The content of KOMPAS is based on explicit criteria and indicators, developed with the use of a Delphi-technique.
