Abstract
This chapter explores how e-governance has been shaped both by changing perspectives on government and new technological developments and the main differences between e-government and e-governance. It illustrates these arguments by showing how smart city governance has become a key manifestation of e-governance at the local level in order to tackle urban problems and how COVID-19 has stimulated governments around the world to develop innovative forms of e-governance to manage the crisis. Finally, it considers the ethical risks related to e-governance and how they can be minimized.
