Distributional effects of disaster management

Abstract

This chapter deals with the relationship between disaster risk reduction, justice, and property rights. The first target of SDG 13 is ‘to strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries’. The overall aim of disaster risk reduction and flood risk management (FRM) leads, however, to more inequalities in society. One of the causes of this increase is the fact that many FRM strategies are connected to property rights. A consequence of this is not only that vulnerable groups are often not only more affected by the disasters but are also subsequently less eligible for compensation or recovery.
