Abstract

This contribution analyzes to what extent EU water law and policy - and in particular the Water Framework Directive - facilitates early, planned and inclusive adaptation in the entire EU. In other words, where are obligations imposed and where is action left to the discretion of the Member States and thus likely to differ considerably across the EU.
