    Abstract

    This chapter constitutes the introduction to our edited volume. It offers an overarching conceptual framework on vulnerability revolving around the notions of exposure, sensitivity and resilience. Drawing out the overlaps and tensions between the various chapters making up the book, this chapter provides a tentative conceptual linkage between vulnerability and political economy, asking where and how political fragility and institutional hybridity affect vulnerability.
