Abstract
Over the years, the goals of waste management policy have changed from reducing sanitary problems to the reduction of the volume of waste. Waste management policy is undergoing a new change in the transition to a circular economy. Recycling has always played an important role in waste management policy, but this new transition requires adaptations to this role, e.g., emphasizing not only quantity but especially quality of the recycled materials. While recycling forms the “foundation” of a circular economy (i.e., also in a circular economy virtually all products come to an end of life), recycling is now part of a menu of opportunities to optimize material and resource efficiency, requiring the tailoring of recycling in waste management policy to these new requirements. This chapter discusses the changing role of recycling in waste management policy to arrive at a more sustainable society.
