Abstract
In this article, we suggest that, rather than spending vast resources in seeking to stem so-called irregular migration on an extra-territorial basis or reacting to a situation when displaced people are already at the EUs doorstep, the EU should use its extraterritorial powers to address some of the underlying causes of war and poverty.
